A. Call to Order

C. 8-24 Review Kucko Road Improvements
Accepted as proposed assuming all necessary permits are acquired. All members in favor.
D. Review of revised draft Subdivision Regulations date 12/04/07
J. Poole requested a discussion on the Open Space definition, Conservation or Preservation, Private or Public. In depth discussion followed with members providing any research they may have done and their outlook on the differences. After discussing many examples, members agreed that each case should stand alone and a decision will be made after considering all factors. Commission decided to revisit this subject at a later date.
Section 3.01, Requirement of Approval of Subdivision Plan, page 7 – Discussion on adding “amended subdivision:” to wording in
paragraph #2. All members in favor.
Section 3.03, Subdivision Application, page 9, section i. – All members in favor of taking “by applicable” out of last
sentence.
Section 3.03, Subdivision Application, page10, section k. - J. Poole would like to have “written inquiry to Wildlife Agencies” added to this section. Discussion followed and members agreed that section k. should be moved to 4.02, Subdivision Plan.
Section 3.03, Subdivision Application, page 11, section 3. – All members in favor of adding “and may or may not be used” to
last sentence.
Section 3.03, Subdivision Application, page 12, section d. – Discussion on the word “abuts” in this section. Members
agreed to leave as is.
Section 3.03, Subdivision Application, page 12, section e. – Discussion held on applicants posting signs on property to inform the public of a Public Hearing. After some discussion, M. Ellis took a vote and the majority agreed that this procedure should remain. J. Poole commented that he would like to see a Notification of Action posted on property. After a brief discussion, members decided against doing this. J. Poole asked who was going to complete the sign procedures. G. Jones commented that this is currently in the Special Permit Package.
George Marco left at 8:22.
Section 4.02, Subdivision Plan, page 17, section d. – All members agreed not to require for all subdivisions. Further discussion to be held.
Section 4.02, Subdivision Plan, page 17, section i. – G. Jones commented the percent should be 12 percent rather than 15 percent. All members agreed the change should be made.
Section 4.03, Road Plan and Profile, page 19, section i., - L. Nichols stated speed limit signs should be taken out of this section, as they have to be approved by the state. All members agreed to have this removed.
Section 5.01, Purpose, page 21, section 1. – After a brief discussion on this section, all members agreed that ”Plan of Conservation and Development” should be added to this section.
Section 5.01, Purpose, page 21, section 3. - Discussion took place on Buildable Area Requirement. All members agreed the following wording should be added -”as close to rectangular as possible”, “shall be merged with other adjacent lots” and “include septic”.
Section 5.01, Purpose, page 21, section 6 – All members agreed “15 percent” should be changed to “12 percent”.
Section 5.01, Purpose, page 21, section c. – Discussion on turnarounds and the need to accommodate all emergency vehicles. All members agreed “fire truck” should be changed to “emergency vehicles”. Commission also agreed to change “no closer than seventy five feet” to “within seventy five feet”.
Section 5.04, Standards for Street Design, section 6 – Discussion took place regarding Cul-de-sacs, the various types and the pros and cons of each. Jana commented that this section is not yet complete. M. Ellis stated that this section will be re-visited once completed.
Section 5.06, Soil Erosion and Sedimentation Control Standards, page 27, section 1 – All members agreed to change “2002” to “current”.
Section 5.08, Flood Hazards Standards, page 27 – Discussion took place and Jana will look into any revisions necessary.
Section 5.12, Standards for Open Spaces and Recreation Areas, page 29 – Members agreed to add “more than 3 lots or greater than 25 acres”. Future discussions will be held regarding this section.
Discussion held on Road Design Criteria. Jana provided the commission with Appendix A and briefly explained the definitions used on the handout. Jana requested the members take this handout home to review.
Remaining discussion on Subdivision Regulations to be added to the meeting on Tuesday, January 15, if time allows.
